More than 11 years ago, Massachusetts' fisheries officials embarked on a series of public meetings to float the idea of a saltwater fishing license. The proposal sank like a lead weight.

It was not the first time a marine fishing license had been proposed. A poorly organized 1986 effort died in the State House after intense criticism from recreational fishing interests.

Magnuson-Stevens Fishery Conservation and Management Reauthorization Act (MSRA)

The Commission's Summer Flounder, Scup, and Black Sea Bass Management Board approved sending forward Draft Amendment 14 to the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan (FMP) for public comment

and review. Draft Amendment 14 addresses the development of a rebuilding schedule for scup consistent with requirements of the Sustainable Fisheries Act. These may include fishing mortality rate thresholds.
